National Commission for Allied and Healthcare Professions Bill 2020 Top

The Department-Related Parliamentary Standing Committee on Health and Family Welfare has tabled its 117th Report on 31st January, 2020, in Rajya Sabha and Lok Sabha both. The parliamentary standing committee has accepted the AIOTA's suggestion and recommended for renaming the Bill as 'National Commission for Allied and Healthcare Professions Bill 2020' in place of earlier terminology 'The Allied and Healthcare Professions Council Bill 2018' in the lines of 'National Medical Commission Act 2019'.

The AIOTA submitted its resentment on the proposed Allied and Healthcare Council Bill 2018 because it was not at all OT friendly. The AIOTA EC officials strongly put forth their view via the representations in writing and during personal meetings before the officials of the ministry and parliamentary standing committee. Almost all suggestions were addressed in the recommendations of the parliamentary standing committee, tabled in the parliament which referred it to the ministry for enactment.

The parliamentary standing committee recommended the Ministry to re-examine the different professions under the recognized category of Occupational Therapy and place the other professions under suitable category. The parliamentary standing committee, therefore, recommended that Movement Therapist (including Art, Dance and Movement Therapists or Recreational Therapist) and Podiatrist may be kept in a separate category. The key recommendation is separate council for occupational therapy professionals in National Commission for Allied and Healthcare Professions Bill. According to the other recommendations: occupational therapists can practice independently or as a part of multi-disciplinary team with a minimum qualification of baccalaureate degree; no supervision of modern medicine doctors; equal representation in the advisory board; inclusion of members in the council from key national institutes; and also one nomination from AIOTA. The committee further recommended the Ministry to re-examine the definition of occupational therapy, based on global definition and existing state councils of Delhi and Maharashtra.
